Just looking at the first picture what you are looking is called bokeh. In simple terms it's the part of the picture that's blurry. What they are doing is modifying the bokeh with a special adapter. You can make your own out of black cardboard or buy them pre-made at http://www.bokehmasterskit.com/. In theory this can be done on a point and shoot but pretty much all the picture you see doing this were done with a dSLR.
(edit)I took a look a the other two images and that is just standard bokeh caused by lights being further away than what's in focus, causing them to become bright dots like that
